Federal rules do not put an expiration date on written consent. The 2024 warnings that consents would expire in January 2025 were tied to the one to one rule, which a court threw out. Old leads still go stale in another way: phone numbers change about 3% to 5% a month.
What matters is that you can prove the consent: the site, the date and the words the person agreed to. Keep that record for every lead you buy.
How you dial also matters. Manual calls are treated differently than autodialed or prerecorded calls. Since Facebook v. Duguid in 2021, equipment only counts as an autodialer if it uses a random or sequential number generator.
