Yes. The federal Do Not Call rules cover every telephone sales call, and there is no insurance exemption. You need a written do not call policy, trained callers, and a fresh copy of the national list, unless the person gave you written consent or recently asked you for a quote.
Every call has to give your name, your company and a phone number or address where they can reach you.
Access to the national registry costs $85 per area code starting October 1, 2026, with the first 5 area codes free, or $23,425 for every area code.
